feat: add per-(consumer,key) cadence gating to bb_data_http's drain phase (#1267)

Throttle the DRAIN phase only via a new bb_data_http_attach_cfg_t.min_interval_ms
(default 0 -- unchanged "every sweep" behavior). Detect stays byte-for-byte
unchanged, preserving the lost-wakeup invariant; a not-yet-due dirty key
simply stays dirty and retries at the full tick rate. next_due_ms advances
only on render success, reset-based (now + interval, never drift-accumulating)
to avoid a catch-up burst after a failure streak. Adds a Kconfig-capped
attach-time guard and a BB_DATA_HTTP_TESTING mock-clock seam for
deterministic host tests, including a wraparound test and a
reset_for_test() mock-clock-clear test.

Fresh-render-on-connect is tracked via a dedicated never_rendered_mask
bitmask (sibling to dirty_mask), not an overloaded next_due_ms==0 sentinel:
the sentinel form is wrong for the upper half of every ~49.7-day
bb_clock_now_ms() cycle (uptime > ~24.855 days), where the signed-difference
due-check reads a genuinely-fresh client as not-due for up to ~24.85 days,
silently breaking the fresh-render-on-connect guarantee. The mask is immune
to the clock's value entirely and is cleared only on a key's first
successful render, symmetric across both the render-success and
no-render_fn drain paths.
