libfuzzer: seed verifier options thread-local state (#809)

The verifier timeout worker thread already copied Prevail's thread-local ProgramInfo, but Prevail also relies on thread_local_options during analysis. Without copying those options, the worker thread analyzed programs with default verifier settings, which disabled termination checks and let the Windows fuzz repro EAAAAL8UAAAAAAAABgAAAP7///8= reach interpreter execution. Seed both thread-local values before prevail::analyze() so worker-thread verification matches the configured main-thread behavior.
