* feat(wallet): Modern theme and layout primitives across the wallet UI

The wallet looked dated for a specific reason, and it was not stale
tooling -- MUI 7, React 19 and Vite 8 are all current. The entire theme
was `createTheme({ palette: { mode } })`, so every screen rendered stock
Material defaults: default blue, 4px radii, elevation shadows. Recognisably
"MUI with the theme left untouched", and MUI's defaults are still anchored
to Material Design 2.

Theming alone did not fix it. A first pass changed only tokens and the
result was, accurately, the same plain UI in dark mode -- because the
problem was composition, not paint. Across 12 tabs and ~11,000 lines there
were zero page headings and zero Cards; every screen was a flat Box stack
opening onto a wrapping row of equally-weighted contained buttons, with
nothing primary because everything was.

So this is two things.

A theme (src/theme.ts) in the Linear/Vercel idiom: layered near-blacks,
hairline borders instead of drop shadows, a dense 14px type scale with
negative tracking on headings, tighter radii, no uppercase buttons, and
restyled scrollbars. Notably it sets backgroundImage: none on Paper --
MUI lightens dark surfaces with a per-elevation gradient, and that grey
wash is one of the strongest unthemed-MUI tells.

Four layout primitives (components/layout/) that the screens were missing:
PageHeader, Section, EmptyState and ActionMenu. ~200 lines, and they are
what actually creates hierarchy.

Applied across the app:

- every top-level screen now has a title and a line of orientation
- IdentitiesTab: seven equal buttons became one primary plus a Manage
  menu, with Remove separated and coloured -- it previously sat one
  mis-click from Rename, styled identically. Panels became labelled
  sections with real empty states.
- WalletTab: a centred column of ten identical buttons became three
