refactor(web): drop the filter from the device selector dialog

The first iteration matches the storage device selector, which lists the
devices and nothing else. Filtering earns its place on machines with many
devices, and whether this dialog reaches that point is easier to judge
once it is in use.

Reverting this commit brings back the field and its label, the divider,
the empty state for a filter matching nothing, the announcement of how
many devices match, and the guard that stopped a hidden device from being
confirmed.
