fix(ci): replace pnpm catalog: protocol with a real semver range for @gewis/prettier-config

The reusable versioning workflow runs a plain "npm install @gewis/release-config"
step (not pnpm) whenever it detects that dependency in package.json. Since npm
does not understand pnpm's catalog: protocol, it failed with
EUNSUPPORTEDPROTOCOL as soon as it read the root package.json's
"@gewis/prettier-config": "catalog:" devDependency, breaking the first-ever
run of the Release workflow's versioning job.
