fix(TrusteeDetails): render "Not enough data" for missing trustee stats

Trustee stats with no data rendered as formatted zeros (0 / $0 / 0%),
which read as facts about the trustee; legacy rendered "Not enough
data". Preserves null through the query result mapping for the five
affected stats so a missing value is distinguishable from a real zero.
Adds unit specs, a NotEnoughData story, and fills in the remaining
stats fields on the trustee fixture.
