* [+] improve `admin.drop_all_metric_tables` routine, closes #1474

`admin.drop_all_metric_tables` is a procedure now that drops all tables
partition by partition, instead of the bulk drop table approach used,
which is easy to fail due to `max_locks_per_transaction`

* fix test
