Replace enum_variants with a general options map.

Enums now populate a `{ value => label }` `options` map (the enum
mapping, inverted) and set an `enum: true` marker; any field can also
configure `options` directly. OpenAPI emits a strict `enum` only for
true enums, and `x-rrf-options` (replacing `x-rrf-enum_variants`)
whenever options exist.
