chore: drop the NATS discovery backend (#67)

Not in use, so it is 2,152 lines of Go, a JetStream client dependency tree
and a CI job earning nothing. Removed rather than deprecated — git keeps it,
and restoring is one command:

    git checkout fa35c57 -- pkg/relay/discovery/nats

Self-contained, so nothing breaks: it was its own Go module and neither the
root module nor the etcd module required it. The change is the directory
plus its four references — the CI matrix, the Makefile SUBMODULES list, the
README's binaries line, and STATUS.md's note on which backends ship
separately.

The CI job stays a matrix over a single module: a second backend has lived
there before and may again, and adding one back should be a one-word change.

Deliberately kept are the "NATS / Redis" mentions in relay.go, discovery.go
and memory.go — illustrative names for the kind of distributed backend the
DiscoveryStore interface accommodates, alongside Redis, which this repo has
never implemented either.

etcd remains the only distributed DiscoveryStore backend, and cmd/relay
remains single-instance by design.
