fix(upload): keep transient-error upload sessions alive through outages (#56)

Wire MountConfig.MaxUploadRetries/MaxUploadsInFlight into
NewUploadManager (previously ignored in favor of package constants), and
stop abandoning sessions whose last error is a transient network error:
they now retry with exponential backoff until the connection returns.
Only permanent errors (HTTP 4xx, ...) still count towards the retry cap.
