Support building and running on Rocky Linux 9 (#74)

Fixed various issues that GCC now raises as warnings (and therefore 
errors) which it didn't on GCC 8.5. Added a job to test building CML on
Rocky 9.

When we start using Rocky 9 as our main platform, we'll also need to 
update the verification data in a handful of sims. A few values will
have very small changes. That will be a future update.
