[change] Added localized start and stop times to AccountingView #662

The RADIUS sessions tab on the device page now displays session
datetimes localized server-side, matching the Django admin's behavior.
This is achieved by exposing `start_time_display` and
`stop_time_display` in the accounting API, which are formatted using the
server's timezone. The JavaScript handling session display has been
updated to use these new fields instead of client-side formatting.
