feat(enterprise): audit service account token lifecycle

## Summary

Adds enterprise-specific audit events for service-account token creation
and deletion.

- identifies the service account that owns each token
- uses service-account-specific event types rather than overloading PAT
events
- routes token lifecycle operations through the transaction-scoped
service graph
- keeps the service-account controller independent of `PatService`
