build(release): trigger PyPI publish from the vx.y.z tag

Add .github/workflows/publish-pypi.yml: builds sdist/wheel and
publishes via PyPI Trusted Publishing (OIDC, no stored token) on
push of a v3.* tag; on success, bumps ghini-x.y-dev to the next
version via scripts/bump_version.py.

Simplify scripts/publish.sh to only do the merge-and-tag steps
that still require a human - it no longer builds or uploads
anything itself, avoiding a race with the new workflow.

Update doc/building.rst's "publishing to production" section to
match: the tag push is the single release event that PyPI, Docker,
and (in perspective) NSIS all key off.

Promise to do the NSIS part and the ghini.desktop tag check soon,
documenting the day that the promise was made: 2026-08-12.
