[change!] Moved password reset API to openwisp-users #754

Password reset functionality has been moved to openwisp-users. The local
PasswordResetSerializer is now deprecated.

To prevent user enumeration, the password reset endpoint now always
returns HTTP 200, regardless of whether the provided identifier matches
an existing user.

SAML sessions are now marked as externally authenticated. This prevents
PasswordExpirationMiddleware from redirecting SAML users to the password
change page.

Closes #754
