refactor: centralize secure token primitives

## Summary

Centralizes the existing API-token-v2 creation and verification
primitives.

## Why

The account-token rollout needs the same selector/verifier mechanics as
API token v2.

## Changes

- Extract shared token verifier and v2 credential creation helpers.
- Refactor API-token-v2 service to consume them.
- Rename `TokenKind` to `AuthorizationTokenKind` to be more precise
- Change AuthorizationTokenKind.USER_ACCESS to - Change
AuthorizationTokenKind.ACCOUNT_ACCESS to represent both PATs and Service
Accounts
- Mark the still-supported admin API-token type as deprecated.
