feat: development seed data script (IN-11) (#158)

* feat: add idempotent development seed script (IN-11)

Provide npm run seed and optional SEED_ON_START bootstrap with demo tenants,
users, connectors, profiles, OAuth clients, connections, and operations for
local UI development.
