ci: simplify PR image cleanup pattern

Update image deletion pattern from wildcard (pr-<N> pr-<N>-*) to exact match
(pr-<N>) to align with simplified PR tagging strategy.

With mutable pr-<N> tags (no commit hash suffix), orphaned images on PR updates
are automatically overwritten. Exact-match deletion is cleaner and more reliable
than wildcard patterns across different container registries.

Fixes the cleanup comment to reflect single mutable tag approach.
