Add HaveLineCount/NotHaveLineCount and ContainLine/NotContainLine to StringAssertions

Adds four new assertion methods to StringAssertions, resolving #3291:
- HaveLineCount / NotHaveLineCount: assert on the number of lines in a
  string, normalizing `\r\n`, `\n` and `\r` line endings.
- ContainLine / NotContainLine: assert whether a string contains a
  specific line. ContainLine returns an AndWhichConstraint exposing the
  matched line for further chaining.

Also fixes a pre-existing gap in the net6.0 API approval baseline
(missing BeJsonSerializable entries from #3293).
