refactor(external-events): extract GitHub check_run row field decoders [#857] (#2430)

Move the six pure check_run row field decoders (checkRunIdFrom,
checkRunConclusionFrom, checkRunAppKeyFrom, checkRunNameFrom, checkRunOccurredAt,
isNonFailureConclusion) out of github-event-extension.ts into a dedicated
github-check-run-fields leaf, leaving the class as the imperative shell that
polls. Add focused characterization tests for every branch (id/conclusion/name
fallbacks, app slug-over-id precedence, occurred_at completed→updated→started
precedence plus Date.now fallbacks) that had no direct unit coverage before.

Behavior-preserving; the extension's public API and its consumer test suite
(209 tests) are unchanged. Module-decomposition program increment 5.
