Create a GitHub Release when publishing to RubyGems

Past release tags (R2.2.1 and earlier) each got a GitHub Release, but
nothing in this repo automated it -- they were created by hand after
the fact, and R2.2.2's was missed entirely. Add a step to the existing
release workflow that creates the GitHub Release (with auto-generated
notes) right after the RubyGems push succeeds, so one tag push produces
both artifacts atomically. Requires bumping the job's contents
permission from read to write to create the release.
