refactor(space): extract agent-handle normalization leaf [#857] (#2418)

Move the agent handle / name-token normalization family — normalizeAgentNameToken,
normalizeReplyTargetHandle, isReservedAgentHandle (plus the module-private
handleFromName they share) — out of space/tools/space-agent-tools.ts into a new
pure leaf space/agent-handle.ts, consolidating the byte-identical
normalizeAgentNameToken duplicated in space/tools/node-agent-tools.ts behind a
3-function surface with a downward-only dep on ./slug. Add characterization tests
for every branch (one of which surfaced a non-obvious @-prefix short-circuit, so
normalizeReplyTargetHandle('@@@') returns '@@@' rather than null); remove the
now-orphaned local definitions from both consumers.
