test: add a unit test suite for the Register app, and gate it in CI (#30)

119 tests over code that had none, plus a windows-latest CI job to gate them.

The app is a MAUI single-project app with only platform heads, so the test
project targets net9.0-windows and cannot run on the Ubuntu test job.

Injects IPreferences / IFileSystem / ISecureStorage / IDeviceInfo into
ConfigurationService, PrivacyPolicyCache and TemporaryIdGenerator, which
previously reached for the MAUI statics and so could not be tested at all.
TemporaryIdGenerator becomes an instance behind ITemporaryIdGenerator,
registered singleton. No runtime behaviour changes.

Two defects found and pinned by tests asserting current behaviour rather
than silently fixed — see TESTPLAN.md section 4.3:
  * LoadSmtpConfigurationAsync cannot see a save from the same session.
  * IsComplianceAcceptanceEmailEnabled is inconsistent with sibling toggles.

The coverage/coveralls status shows -80.5%. That is a measurement-scope
change, not a regression: the baseline measured only Unity.Intergroup, and
this build adds the ~10.6k-line Register assembly.
