chore: clear the cosmetic analyser warnings (160 -> 121) (#27)

Thirteen rule codes to zero, no behaviour change. Verified by comparing
per-code counts before and after: only the targeted codes moved, and none of
the untouched codes changed count in either direction.

  S2325 (10) private helpers that never touched instance state made static.
        Four of these only became eligible once the first pass landed —
        making GetNestedPropertyValue static freed its three callers in
        EmailTemplateService, and removing the unused Logger field in the
        previous commit freed TypeSelectionViewModel.SelectType.

  S1125  (8) `bool.TryParse(raw, out var value) ? value : true` in the
        settings getters becomes `!bool.TryParse(...) || value`, and the
        `: false` variants become `&& value`.

  S3358  (4) two nested ternary chains extracted. The {{#if}} truthiness
        ladder in EmailTemplateService is now a switch expression with the
        rules spelled out in a comment; the relative-time formatter in
        SettingsViewModel is now a switch on TimeSpan property patterns.

  S3604  (4) member initialisers dropped where the constructor already
        assigns (Title/Message on the two popup viewmodels).

  S4144  (3) suppressed rather than "fixed" — all three are deliberate.
        InvertedBoolConverter.ConvertBack is identical to Convert because
        negation is its own inverse; making them differ would break the
        round trip. The two ApiSettingsViewModel hooks are one-per-property
        by design, as the comment above them already explained.

  CS1574 (2) + CS1734 (1) doc comments: two crefs needed qualifying
        (RoundRectangle.CornerRadius, Services.EmailTemplateService) and a
        paramref on a *class* doc became <c>.

  S1481  (2) unused tuple elements from ImportWithSnapshotAsync are now
        discards.

  CS0109 (1) redundant `new` on PageScaffold.IsBusy.
  S6608  (1) DatabaseFiles.First() -> Database... (continued)
