ci: build and analyze the Windows head on its own runner (#25)

CI only ever built net9.0-android on ubuntu-latest, so nothing gated the other
heads. That is not hypothetical: the iOS and MacCatalyst heads had stopped
compiling entirely — a missing access modifier on the template's Main — and it
went unnoticed until someone built them by hand.

Windows is a shipping platform and was in the same position. It also can't be
covered by the existing job even in principle: the Windows head only exists when
building on Windows (see the IsOSPlatform condition on TargetFrameworks), and
it's the only head that runs the WinRT/CsWinRT analyzers. The 199 MVVMTK0045
warnings about [ObservableProperty] on fields are invisible to the Ubuntu job,
which is why they accumulated unremarked.

The new job mirrors the Android one: same credentials preflight, same
appsettings.json placeholder, same analyzer gate via .editorconfig. It needs
neither the JDK nor the Android SDK.

RegisterWindowsOnly is added alongside RegisterAndroidOnly and narrows this
project's TargetFrameworks to the single head under test, so the runner installs
only maui-windows. The comment on those properties now spells out why -f is not
an acceptable substitute — it sets TargetFramework as a global property and
breaks restore of the net9.0-only projects with NU1105 — since that reasoning
previously lived only in the workflow and was easy to miss when editing the
csproj.

Two steps are pinned to bash: windows-latest defaults to PowerShell, and the
credentials probe and the placeholder writer are shell script shared verbatim
with the Ubuntu jobs. Keeping them identical is worth more than making them
native.

Verified locally that -p:RegisterWindowsOnly=true resolves to net9.0-windows
alone and builds clean (0 errors), and that the workflow YAML parses with the
expected three jobs on the expected runners. The job itself gets its first real
exercise on this PR.
