chore: check in project Claude Code settings, allowing gh pr merge (#23)

Adds .claude/settings.json with a single permission rule so `gh pr merge` runs
without an interactive approval prompt.

.gitignore excluded the whole /.claude directory. Git cannot re-include a file
whose parent directory is excluded, so a `!/.claude/settings.json` negation alone
would have had no effect — the pattern becomes /.claude/* so the directory itself
is still traversed and only its contents are ignored, then settings.json is
negated back in. Verified with `git check-ignore` that settings.json is now
trackable and that the rest of .claude/ (worktrees, plans, session state) stays
ignored.
