build: consume Integrity.Client as a package, with a local-checkout escape hatch (#18)

The Integrity client was referenced by path into a sibling integrity-sharp
checkout, which meant CI had to clone that repo and override IntegritySharpDir in
every build invocation. It now ships as the Integrity.Client NuGet package on
GitHub Packages, so reference that instead.

UseLocalIntegritySharp=true switches back to the project references for working
across both repos without cutting a release for every change; IntegritySharpDir
still points at the checkout and keeps its sibling-layout default. One package
reference replaces two project references, because the Models types ship bundled
inside Integrity.Client rather than as a package of their own. In local mode both
projects must still be referenced: the client marks its own Models reference
PrivateAssets="all" so that packing doesn't emit a dependency on an unpublished
package, which stops Models flowing transitively.

nuget.config adds the feed and takes its credential from %GITHUB_PACKAGES_TOKEN%,
so no token is stored in the repo. CI drops both integrity-sharp checkout steps
and supplies that variable from PACKAGES_READ_TOKEN, falling back to GITHUB_TOKEN.

Note that GitHub Packages requires authentication even for packages from public
repositories, and the package is linked to integrity-sharp — so GITHUB_TOKEN here
only works if this repository has been granted access to it under the package's
Manage Actions access settings. Otherwise add the PACKAGES_READ_TOKEN secret.

Verified in both modes: Unity.Intergroup and its tests build with Client and
Models resolving at 1.10.3.0 from the package and all 21 tests passing;
-p:UseLocalIntegritySharp=true still builds against the sibling checkout; and a
clean build of the net9.0-android head — what CI compiles — succeeds.
