chore: bump DELFT_REF for the CPU affinity cap

Picks up delft cfd8be5, which caps torch's intra-op pool at the affinity mask
as well as the CFS quota. Without it, "docker --cpuset-cpus" leaves cpu.max at
"max", so the existing quota check sees no limit and torch builds a pool sized
to the host's cores rather than the container's.
