Address Copilot review: guard icon_library_narrow_checkout failures

- ci_rails.yml: downgrade a narrow-checkout failure to a ::warning::
  instead of letting bash -e hard-fail the CI step.
- sync_mo_icon_library.sh: capture and warn on narrow-checkout
  failure instead of silently ignoring it.
- icon_library_narrow_checkout.sh: reject a missing/empty directory
  argument instead of silently operating on the cwd's repo.
