Auto-fetch the icon sprite on dev server boot if it's missing

Components::Icon silently renders nothing when the sprite isn't
present locally, so a dev without it sees every icon blank with no
indication why. IconSpriteCheck (mirrors DevCacheWarning's shape)
fetches it via mo_sync_icon_library on `bin/rails server` boot in
development if missing, or prints how to fetch it manually if that
fails (no icon-library access yet, network issue).
