Narrow icon-library checkouts to just mo-icons.svg

--sparse alone at clone time only gets cone mode's top-level-files-
only default, which excludes sources/ but keeps every other root file
(Gemfile, Gemfile.lock, README.md, sprite_map.yml, test_render.html) --
confirmed the hard way when those showed up in
vendor/assets/images/icons/ after a real deploy --icons-only run.

git sparse-checkout set --no-cone '/mo-icons.svg' narrows an existing
checkout down further, whether freshly cloned or already on disk (so
re-running deploy.sh --icons-only also cleans up a directory affected
by this bug before the fix). Deduped into
script/icon_library_narrow_checkout.sh, shared by deploy.sh,
ci_rails.yml, and sync_mo_icon_library.sh rather than copy-pasted
three times.
