Stop the TOTP tests failing on a time step boundary

The views verify the codes without a valid window, so a code the test
generates at the end of its time step is refused when the step rolls over
before the response is rendered, and test_add_totp_ok and
test_login_totp_ok fail. They wait for the next step instead.
