Stick the messages to the top of the scrolled content

The button launching a task can be far down a page, the devices sync of a
DEP virtual server for example, and the messages were added at the top,
out of view.

The container is sticky, with a padding and the page background so that
the content scrolls behind it instead of showing through. Both only when
it holds a message, an empty container would hide the top of the scrolled
content behind its padding.
