refactor(space-runtime): extract GitHub subscription topic grammar behind shared leaf [#857] (#2393)

Move the GitHub event subscription topic grammar (composeGitHubSubscriptionPattern
and its private validators/splitters) out of space-runtime.ts and
space-long-horizon-agent-handlers.ts — where it was duplicated verbatim — into a
single pure leaf in external-events/github-subscription-pattern.ts. Exports a narrow
two-function surface (composeGitHubSubscriptionPattern, legacyGitHubTopic); the six
helpers and GITHUB_EVENT_RESOURCES stay module-private.

Behavior-preserving: code moved verbatim and the two identical copies consolidated
behind the shared import (verified byte-identical pre-move via diff). Adds
characterization tests covering every branch of the grammar, which previously had no
direct unit tests. Module-decomposition program increment #2.
