[*] remove duplicate assignment to `metricsConfig` (#1493)

* [*] remove duplicate assignment to `metricsConfig`

The assignments in the second block are functionally identical to what
the first block already did. `metricsConfig` already holds the right
value by the time we reach the second check. So the real,
non-redundant work of the second block is the `srcL.Warning(...)`
to record that a role change happened

* make `metricsConfig` local var
