ci: cover the static OpenSSL + GOST engine build

Add a run-tests-ee-openssl-static-gost job that builds OpenSSL and gost-engine
as static libraries, wires them in through pkg-config, and runs the suite with
-tags "openssl openssl_static openssl_gost tarantoolee" against a live
Tarantool EE, so TestTarantoolEE_Ping_GOST exercises the statically linked
engine rather than the dlopen'd one. The build recipe is taken from
go-openssl's own go-test-gost.yml.

A final step links a test binary and fails if ldd reports any libssl, libcrypto
or gost dependency, so "static" is checked rather than assumed.
