test: hand out each Tarantool port at most once per run

CI caught what local runs never did: two of the two dozen parallel subtests
were handed the same port. reservePort listens on :0 and closes immediately, so
the kernel is free to hand the just-released ephemeral port to the next caller,
and it does under that much parallelism. The result was one instance logging
"failed to bind on 127.0.0.1:42227: Address already in use" while its subtest
dialled the other instance and failed the handshake — cipher mismatch, since
every instance is pinned to one suite.

Remember the ports already handed out and re-roll on a repeat. The race against
the rest of the machine remains, but the one inside this binary is gone.
