Key emitted rows on the function's beginning line number (#869)

Python legally rebinds one def name in a module, and [six functions in the save_restore_model subject each share every key column with a twin](https://github.com/ponder-lab/Hybridize-Functions-Refactoring/issues/860), so a reader joining the CSVs either collapses twins or misattributes rows, silently. The shared identity-column builders gain a `beginning line` KEY column (a definition's first line distinguishes the bindings and is self-describing: given the row and the file, a reader finds the definition), backed by a public `Function#getBeginningLineNumber()`. The run-time README now states the key and why the line number is part of it. A schema migration for consumers, not a patch: emitting the line without keying on it would leave the ambiguity in place.
