Withhold an unwritable input signature instead of declining the conversion (#870)

The conversion path no longer emits [HAS_UNRESOLVED_STATICALLY_READ_AXES](https://github.com/ponder-lab/Hybridize-Functions-Refactoring/issues/811): when the inferred signature leaves unresolved an axis the body reads statically, the P1 block replaces the memoized inference with the new function-level absence reason WITHHELD_STATICALLY_READ_AXES, so the change emits a bare decorator, which is exactly what the tool ships with inference off and works. The withholding is a third disposition a CSV reader can tell apart from both "hybridized with a signature" and "not hybridized" ([#864](https://github.com/ponder-lab/Hybridize-Functions-Refactoring/issues/864)). The reconfiguration path keeps declining with code 18: there the decoration already exists and replacing its argument is the only available action.
