refactor: collapse bb_queue_create/bb_queue_create_ex onto a single cfg entry point (B1-1436) (#1248)

bb_queue_create_ex already took a bb_queue_cfg_t; bb_queue_create is now
that function, and the old positional-arg thin wrapper is deleted. All
22 base-ctor call sites (mdns, 3 test files) convert to cfg literals
that omit max_bytes/max_age, matching the old wrapper's hardcoded
max_bytes=0/max_age=0 defaults exactly. The 7 former _ex callers
(bb_data_http, tests) just drop the suffix. A parity test now pins that
an omitted-field cfg literal behaves identically to one with those
fields explicitly zeroed.
