ci: stop unstable-build runs cancelling each other; tag latest-develop

The push and manual workflow_dispatch runs share the 'gradle' concurrency
group; with cancel-in-progress they cancelled one another and no run could
finish. Disable cancel-in-progress (queue instead, as grobid-quantities does)
and give the docker-build a deterministic tag (custom_tag or latest-develop)
so push builds publish a usable image.
