build: pin Docker builder to eclipse-temurin:21-jdk-noble; free more CI disk

The unsuffixed eclipse-temurin:21-jdk tag floated to a newer Ubuntu where the
libxml2 package was renamed (t64 transition), so 'apt-get install libxml2' in the
builder failed with 'no installation candidate'. Pin to -noble (Ubuntu 24.04),
matching grobid's Dockerfile.delft, which installs libxml2 fine.

Also free /opt/hostedtoolcache in the docker-build job (as grobid-quantities does)
for the large image build.
