core: debounce screen change events

Both x11's xrandr and waylands wlr-randr spam a number of events when new
displays are attached. We end up spamming users, and things can get wedged.

As a robustness measure, let's debounce these events, waiting a while
before sending them to the hooks to let the display situation settle a bit.
