docs: trim the comments added after the last pass

the ban-status work reintroduced what the previous trim removed: an eighteen-line
block on banStatusHandler restating the response shape, the matchedOn semantics and
the disclosure rule, most of which the type and the code already say.

keep one line per non-obvious fact and drop the rest. what survives is the COALESCE
dependency, why the handler avoids isPlayerBanned, why the record is withheld on a
device match, why each check sits where it does, and why the watcher helper is off
the interface.

comments in src drop from 89 lines to 62 against 160 added. no behaviour change.
