config,doc: remove the unsupported ELMo option

ELMo is no longer supported, so remove the vestigial useELMo/ELMo entries
from the shipped configuration and documentation:
- grobid.yaml, grobid-full.yaml, grobid-evaluation.yaml: drop 'useELMo: false'
  (GrobidConfig defaults it to false, so removal is behaviour-preserving).
- grobid.properties: drop grobid.delft.useELMo=false.
- resources-registry.json: empty the embeddings-contextualized array (only
  held the elmo-en/elmo-pubmed/elmo-fr download entries); JSON re-validated.
- Configuration.md, Notes-grobid-developers.md: drop useELMo from the config
  examples.
- Benchmarking-models.md: drop the BiLSTM-CRF+ELMo throughput sub-table.

The vestigial useELMo field/flag still exists in the Java code
(GrobidConfig / DeLFTClassifierModel); a code-level removal is left as a
follow-up.
