Motion utilities, tokenized component transitions, and animated form controls (#42716)

* Coordinate menu shown/hidden events with the CSS transition

Fire shown.bs.menu and hidden.bs.menu after the enter/exit transition
completes, and keep the menu positioned in place through its close so it
no longer snaps away mid-animation, matching Dialog and Drawer behavior.

* Standardize component transition tokens into duration/timing pairs

Split the fade and collapse tokens into granular -duration/-timing
custom properties and add a shared --transition-timing-overlay easing so
dialog, drawer, menu, carousel, accordion, and the navbar toggler share
consistent, overridable motion.

* Animate checkbox, radio, and switch marks

The check tick, radio dot, and switch thumb now ease in with a shared
overshoot defined by new --control-transition-* tokens, giving the
controls a subtle pop on toggle. Motion is suppressed under
prefers-reduced-motion via the transition mixin.

* Add motion utilities for controlling animation

Introduce .transition-none, .animation-none, .animation-shake, and
.animation-pop, documented on a new Motion utilities page. The
decorative shake and pop keyframes are disabled under
prefers-reduced-motion.

* Add hover-lift helper

.hover-lift raises an element with a transform and shadow on hover and
focus-visible, tuned through --hover-lift-* tokens and suppressed under
prefers-reduced-motion. Documented with a new helper page.

* Add a toolbar actions slot to Example for replaying animations

Example and Code now expose an actions slot rendered in the code
toolbar, and a data-bd-replay handler restarts one-shot animation demos
by re-applying the animation class. Adds an arrow-counterclockwise icon
for the replay control.

* Document motion changes in the migration guide

Note the new motion utilities, animated checkbox/radio/switch marks, the
split fade/collapse transition tokens, the .hover-lift helper, and the
deferred menu shown/hidden ev... (continued)
