Add dynamic viewport height and width utilities (#42800)

* Add dynamic viewport height and width utilities

A mobile browser changes the viewport when it shows or hides its URL bar,
so a `100vh` section overflows. The `dvh` and `dvw` units follow that
change. Add `.dvh-100`, `.min-dvh-100`, `.dvw-100`, and `.min-dvw-100`.

* Raise the bootstrap-utilities.css bundlewatch limit to 19.0 kB

The new dynamic viewport utilities add 21 bytes gzipped. The old 18.75 kB
limit kept only 13 bytes of space, so the check failed.
