Give the navbar a min-height instead of computed heights (#42795)

* Give the navbar a min-height instead of computed heights

v5 derived the brand height from the nav link font size, line height, and
padding. That math no longer matches the v6 navbar, which centers its
children with flexbox. Remove the chain and the stale TODO. Add a
`--navbar-min-height` token, so a default navbar keeps a 3.5rem floor.

* Clean up comments in _navbar.scss

Removed comments for navbar styles to improve clarity.
