docs: narrow the ban-status probe rationale to arbitrary-address lookups

accepting the public disclosure of bannedDeviceId makes the claim that device
enforcement stays undisclosed false: a banned wallet querying itself sees the
captured device. narrow the bullet to what still holds — the address-only lookup
denies testing an arbitrary or fresh address against a device, which is the part
that would let an evader shop for a clean wallet — and mark the disclosure as a
deliberate trade-off so the comment stops contradicting the response body.
