Fix stale RVM reference in README_PRODUCTION_INSTALL, add missing RUBY_MANAGER to solidqueue.service

Production actually runs chruby (bin/run branches on $RUBY_MANAGER, and
puma.service already sets it), confirmed against the live box.
README_PRODUCTION_INSTALL's Ruby install section still described rvm --
replaced with the same chruby/ruby-install recipe already used by
script/dev_setup_ubuntu_root for dev boxes.

solidqueue.service was missing RUBY_MANAGER=chruby entirely, unlike
puma.service. It's set on the live server (confirmed via `systemctl show
solidqueue -p Environment`) but absent from the checked-in unit file --
a fresh install following it would have installed a unit that fails
via bin/run's "RUBY_MANAGER env var not set!!" fallback.
